Is FLYONE safe?

FLYONE

FlyOne, Moldova's largest airline, has had no accident since it began flying in 2016 and holds an IATA safety audit (IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary). It loses points for a fleet of older A320s and A321s, a home regulator outside the EU system with a history of close ties to the airline, and a base next to the war in Ukraine.

How the score breaks down

The overall score is the weighted average of these factors. Scoring rules

  • Accident record40% of score

    89 out of 100, Excellent

No accident or Hull lossAn accident in which an aircraft is destroyed or damaged beyond economic repair. People may or may not be hurt.More in the glossary for FlyOne in the Aviation Safety Network data or AeroInside since it got its certificate in March 2016. A ten-year record with about 18,000 flights in 2025 is solid but not long.

  • Regulatory oversight20% of score

    80 out of 100, Good

FlyOne is an IATA member and is on the IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary registry until 4 October 2027. Moldova is not EU-listed, applies EU aviation rules and adopted the EU Air Safety ListThe European Commission's list of airlines banned or restricted from flying in EU airspace because they do not meet international safety standards.More in the glossary in February 2025, but has no FAA rating and sits outside EASA. A co-founder is a former head of the Civil Aviation Authority. Air Montenegro, in a similar position, scores 82.

  • Fleet15% of score

    64 out of 100, Fair

Moldova's register (8 October 2026) lists 14 A320s and A321s in the ER-000 series FlyOne uses, all of the ceo generation, with serial numbers dating them to about 2007-2016. No neo has joined the Moldovan certificate; the group's first A321neos are ordered for FlyOne Armenia.

  • Serious incidents15% of score

    74 out of 100, Good

In 2019 an A319 took off over road vehicles left on the runway at Chișinău, a controller's error the regulator rated a serious incident. Since then: technical defects that cancelled nine flights in June 2023, a return to Yerevan after circling to burn off fuel in July 2025 and long technical delays in October 2025. Moldova publishes few reports.

  • Operating environment10% of score

    70 out of 100, Good

Chișinău lies a few dozen kilometres from Ukraine, where EASA's conflict-zone bulletin applies, and the airport has had bomb threats. Most routes go to well-equipped EU airports, but Dubai and Tel Aviv flights fall under 2026 Middle East bulletins.

Is FlyOne safe?

Yes, for a budget airline of its size it has a clean record. FlyOne, Moldova's largest airline, has had no accident in ten years of flying, it holds IATA's IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary safety audit, and it flies the Airbus A320 family, a type with one of the best records in the world. Three things hold the score back: its jets are older ceo models, its home regulator sits outside the EU's safety agency and has had close ties to the airline's founders, and Chișinău lies next to the war in Ukraine. We score it 79, just below Air Montenegro (80), a similar small airline under EU rules outside the EU.

One brand, several certificates

The FlyOne group sells flights from one website, but the airline you board depends on the flight number. This page covers Fly One S.R.L., the Moldovan company that started in 2016, with the code 5F, the ICAO code FIA and Moldovan-registered aircraft (ER-). FlyOne Armenia (3F) and FlyOne Asia (7Q) are separate airlines with their own certificates and records, and so is FlyOne Romania (OE, ICAO FOE), the group's Romanian company, whose YR- registered jets sometimes fly 5F flights; events on those jets count on its page.

The companies also lend each other aircraft. Armenian airlines are banned from EU airspace, so FlyOne Armenia's flights to Chișinău and the EU are flown by aircraft registered in Moldova, Romania, Malta and elsewhere, the group's chairman said in February 2025. When a Moldovan FlyOne jet and crew fly a 3F ticket, the event counts here.

An older Airbus fleet

FlyOne's co-founder said in October 2025 that the airline had 19 aircraft, most of them leased. Moldova's aircraft register for 8 October 2026 lists 14 A320s and A321s in the ER-000 series FlyOne uses. All are of the ceo generation, with serial numbers that place their construction between about 2007 and 2016, so the average jet is well into its teens.

That is not a safety problem in itself; well-maintained A320s fly for 25 years and more. But it is older than the fleets of Wizz Air or airBaltic, and it shows in reliability. In June 2023 technical defects forced FlyOne to cancel nine flights in six days, and in October 2025 flights to Italy, Germany, the Czech Republic and the UK left hours late, one by about 11 hours. The group has ordered A321neos, but the first two are for the Armenian airline.

What has gone wrong

The worst event in ten years was not the airline's doing. On 30 September 2019 an A319 departing Chișinău for Moscow climbed over three vehicles still cleaning the far end of the runway. The crew questioned the tower at once; the controller was suspended and Moldova's Civil Aviation Authority investigated it as a serious incident caused by human error.

Since then we found technical returns rather than accidents. On 23 July 2025 a FlyOne flight from Yerevan to Chișinău turned back after a cockpit warning and circled for some time to burn off fuel before landing safely. The incident score is 74. Moldova publishes few investigation reports, so we do not treat a short list as a clean one.

Who checks FlyOne?

Moldova's Civil Aviation Authority issued FlyOne's certificate in March 2016. Moldova is not on the EU Air Safety ListThe European Commission's list of airlines banned or restricted from flying in EU airspace because they do not meet international safety standards.More in the glossary and follows EU aviation rules: in February 2025 it adopted the EU's own list of banned airlines. It has no FAA rating because no Moldovan airline flies to the US. The IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary audit, listed on IATA's registry until 4 October 2027, is the strongest outside check on FlyOne itself.

The regulator's independence is the doubt. Co-founder Mircea Maleca headed the Civil Aviation Authority from August 2015 until June 2016, so FlyOne's certificate was issued in March 2016 on his watch. He left when the prime minister asked him to resign over a suspected conflict of interest with an airline, and Moldova's intelligence service said the authority's leadership was promoting private interests. The same service now lists FlyOne's founders as linked to the former politician Vladimir Plahotniuc, and in June 2026 a government council ordered them to sell control. Prosecutors searched the company on 1 October 2026 in a tax-evasion and money-laundering case. FlyOne rejects all of it. None of this is a finding about safety, but we take two points off oversight for the close ties between airline and regulator.

Before you fly FlyOne

  • Check the code. 5F means this Moldovan airline; 3F and 7Q are the Armenian and Uzbek companies, which have no IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary audit.
  • Leave slack for delays. With an older fleet and few spare aircraft, one technical fault can push a flight back by hours.
  • On Dubai and Tel Aviv routes, check the news on the day. Both sit inside 2026 conflict-zone bulletins, and schedules there change at short notice.

How we scored it

The accident record (89) and IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary-backed oversight (80) carry the score. Incidents (74) reflect a thinly reported but quiet record, the fleet (64) is all older A320s and A321s, and the environment (70) is shaped by the war next door and Middle East routes. Overall 79.

Questions people ask

Has FlyOne ever had a crash?

No. We found no accident or written-off aircraft since FlyOne began flying from Chișinău in 2016. Its most serious event was in September 2019, when an air traffic controller cleared an A319 to take off while cleaning vehicles were still at the far end of the runway; the jet climbed over them and flew on to Moscow.

Is FlyOne the same airline as FlyOne Armenia?

They share owners, a brand and a booking site, but FlyOne Armenia (3F) holds its own Armenian certificate, and all Armenian airlines are banned from EU airspace. FlyOne (5F) is the Moldovan airline, the only group member with an IATA safety audit. A 3F flight to Europe or Chișinău is often flown by a Moldovan or other foreign-registered jet under a wet lease.

Is FlyOne still flying despite the dispute with the Moldovan government?

Yes. In June 2026 a government council for security-sensitive investments ordered FlyOne's founders to give up control, and in October prosecutors searched its offices in a tax and money-laundering case the company calls false. Neither is a safety finding, and flights continue, though the airline cut some routes in October 2026, which it put down to low demand.

Why does FlyOne cancel or delay so many flights?

A small fleet flying a dense schedule has little slack when one aircraft breaks down. In June 2023 technical defects cancelled nine flights in six days, and in October 2025 some flights left up to 11 hours late. In 2022 Moldova's regulator suspended 23 of FlyOne's 38 route permits over cancellations; that was a passenger-rights measure, not a safety one.
