Is High 5 Casino safe?
High 5 Casino
High 5 Casino mixes a free slots app with sweepstakes play that pays out cash prizes, run by a long-established slot maker rather than under a casino licence. Connecticut made it pay about $1.5 million, five other states have told it to stop, and its privacy policy lists about 30 tracking tools.

How the score breaks down
The overall score is the weighted average of these factors. Scoring rules
Privacy30% of score
34 out of 100, PoorApple's label lists contact info as used to track you. The October 2025 privacy policy adds Social Security numbers, passports, driver's licences and bank statements, and names about 30 cookies and pixels, 18 of them for advertising, so the label understates it.
Security30% of score
48 out of 100, WeakWe found no reported breach of High 5 Casino and no entry on California's breach list. The policy lists SMS codes for two-step log-in, and accounts lock after failed log-ins. We found no bug bounty, and the security section mostly lists what the company is not liable for.
Transparency and control15% of score
46 out of 100, WeakPurchase limits, reality checks and time-outs of 1 to 30 days are set in the app, and increases wait 24 hours. Self-exclusion and the ad opt-out need an email. Coins expire after 60 days without log-in, and arbitration is forced unless you opt out within 30 days.
Scams and harmful content15% of score
36 out of 100, PoorSlots with Sweeps Coins redeemable for cash and gift cards. The terms say 21, the App Store says 18+, and the listing says "No real money gambling or prizes". A Washington jury found against the apps in 2025 on evidence that big spenders were courted. In-app limits add a few points.
Regulatory record10% of score
32 out of 100, PoorConnecticut suspended High 5 Games' licence and settled for about $1.5 million in May 2025. Maryland, Arizona, the New York and Tennessee attorneys general and Illinois (February 2026) told it to stop. Baltimore's pending 2026 suit, brought by the city for itself, is context.
Is High 5 Casino safe?
High 5 Casino is a real slot company running a cash-prize casino without a casino licence, and regulators have treated it that way. Connecticut suspended its parent's supplier licence, filed more than 1,000 criminal counts and then settled for about $1.5 million; five other states have told it to stop. Its privacy policy names about 30 tracking tools. We score High 5 Casino 40/100, level with Chumba Casino and below Stake.us at 44.
The iPhone app has been on the App Store since 2013 and has about 44,000 US ratings. It mixes two modes. "Classic" play uses Game Coins only. Sweepstakes play adds Sweeps Coins, which High 5 gives away daily or with Game Coin packs and which can be redeemed for cash prizes or gift cards once you pass identity checks. The help centre lists bank transfers through Trustly for up to 10,000 Sweeps Coins.
What happened in Connecticut?
High 5 Games is unusual among sweepstakes operators because it also holds licences. It makes slot titles for legal online casinos, including DraftKings and FanDuel in Connecticut. On 14 March 2025 Connecticut's Department of Consumer Protection summarily suspended that licence, and SBC Americas reported that investigators had found more than 1,100 state residents signed up to High 5 Casino and brought 1,065 felony counts.
The case ended on 29 May 2025. High 5 Games agreed to pay nearly $1.5 million, including more than $643,000 in restitution to Connecticut players who lost money, and to stop its online casino in the state. The department dropped the charges and restored the licence. High 5 said it had cooperated fully and was never found to have broken any law. Under our rules, a settlement of that size counts as a mid fine.
Which other states have acted?
Maryland's gaming agency wrote to High Entertainment, LLC d/b/a High 5 Casino on 18 March 2025, saying it had no licence and asking it to stop within 10 days. In June 2025 Arizona's Department of Gaming ordered High 5 and others to shut down, according to SBC Americas, and New York's Attorney General listed High 5 Casino among 26 sweepstakes casinos ending coin sales in the state. Tennessee's Attorney General named it in December 2025 among about 40 operators that agreed to comply.
The Illinois Gaming Board wrote on 4 February 2026 that it had seen High 5 offer Illinois users slots with cash, gift card and other prizes on 12 January, and demanded that it block residents or stop the prizes. The terms of 14 October 2026 bar sweepstakes play from 21 states, but Illinois is not one of them. Baltimore sued High 5 Entertainment and five other operators in March 2026, alleging illegal gambling and weak age checks; that case is pending. Baltimore sues as a city harmed by the games, not on behalf of the public, so it does not lower the regulatory score.
There is also a private case. In Washington, a court ruled in June 2024 that High 5 Casino and High 5 Vegas were illegal gambling, and in February 2025 a jury awarded players about $24.9 million. Evidence at trial alleged that staff called big spenders "whales" and that one player who said she was addicted was given more coins. It is a players' lawsuit, so it does not lower the regulatory score, but it is the clearest picture of how the app was run.
What about High 5 Vegas?
High 5 Vegas no longer exists as a separate product. Its web address, high5vegas.com, now forwards to High 5 Casino's own website, and there is no High 5 Vegas app on the US App Store, so what this page says about High 5 Casino, including the Washington ruling above, applies to it. If you were looking for Game Coin play only, note that High 5 Casino's sign-up page says Classic play is not available in Connecticut, Louisiana, Michigan or Washington.
What data does High 5 Casino collect?
Apple's label says contact info may be used to track you and links location, contact details, user content and identifiers to you. The privacy policy, version 7.0 of October 2025, goes much further. For sign-up and prize checks it lists date of birth, payment details, a verified home address, Social Security numbers, passports, driver's licences and bank statements as proof of wealth.
The cookie table names about 30 tools, 18 of them marked as advertising, from Meta, TikTok, Snap, Reddit, Pinterest, Taboola, Outbrain, The Trade Desk and Microsoft. The policy says personal data may be used to target ads and that you can opt out only by emailing [email protected]. It ignores Do Not Track and does not mention Global Privacy Control. Because the label shows little of this, we score privacy on the policy.
Security and harm tools
We found no reported breach. The policy lists SMS codes for two-step log-in among its text messages, and accounts lock after repeated failed log-ins. We found no bug bounty.
The harm tools are better than at most sweepstakes rivals. In the app's Player Limits menu you can cap purchases over 1, 7 or 30 days, set reality checks every 1 to 3 hours and take a time-out of 1, 7 or 30 days. Lowering a limit is immediate, while raising or removing one waits 24 hours. Self-exclusion still needs an email.
How to use High 5 Casino more safely
- Check the state list in the terms before you buy coins; Illinois residents are playing on a site their regulator has called illegal.
- Set a purchase limit in Player Limits before your first purchase.
- Email [email protected] to opt out of ad use of your data, and choose "Ask App Not to Track" on iPhone.
- Log in at least every 60 days or redeem first, because coins in a dormant account expire.
- Send the arbitration opt-out within 30 days of signing up if you want to keep the right to sue.
How we scored it
Regulatory record (32) is the weakest factor: a Connecticut settlement of about $1.5 million and five more state orders. Privacy (34) follows, with ID and bank documents and a long ad-tracker list that the store label does not show. Security (48) is the strongest factor, helped by SMS log-in codes and no known breach, while in-app limits lift transparency and control to 46.
Questions people ask
Is High 5 Casino legal?
High 5 Casino says its Sweeps Coins play is a lawful sweepstakes. Connecticut disagreed, suspended its parent's supplier licence and reached a settlement of about $1.5 million in May 2025, and Maryland, Arizona, New York, Tennessee and Illinois have told it to stop. Its terms now bar sweeps play from 21 states, though not Illinois.
Does High 5 Casino pay real money?
Sweeps Coins won in play can be redeemed for cash prizes or gift cards once your identity is verified, with bank transfers through Trustly for larger amounts. Game Coins, the currency you buy, can never be redeemed. The App Store listing nonetheless says there are "no real money gambling or prizes".
Who owns High 5 Casino?
The site and app are run by High 5 Entertainment, LLC, part of High 5 Games, a slot studio that also supplies games to licensed online casinos such as DraftKings and FanDuel. Regulators' letters went to an address in Wilmington, Delaware.
How do I self-exclude from High 5 Casino?
Email [email protected] with the subject "SELF-EXCLUDE FROM H5C", your full name and your user ID or email. Support disables the account and then agrees a fixed or indefinite period. A fixed period cannot be cut short, and an indefinite one is lifted only three months after you ask.
What happened in the Washington High 5 lawsuit?
A Washington court ruled in June 2024 that High 5 Casino and High 5 Vegas were illegal gambling under state law, and in February 2025 a jury awarded players about $24.9 million in a class action filed in 2018. The case was brought by players, not by the state.
