Is Deutsche Bank safe?
Deutsche Bank
Safer for a saver than its headlines suggest. Deposits are covered to €100,000 by law and, for individuals, up to €3 million by the private banks' voluntary fund. Capital and liquidity have recovered since the 2016 scare. Its conduct record and the 2023 Postbank IT failure are the weak spots.

Is Deutsche Bank safe?
For a saver, yes, and in one respect better than most banks on this site. German Deposit insuranceA government-backed scheme that repays bank customers up to a set limit if their bank fails, such as the FDIC in the US or the FSCS in the UK.More in the glossary is unusually deep: €100,000 per person by law, plus voluntary cover of up to €3 million per individual from the private banks' Einlagensicherungsfonds. The bank behind it is also in much better shape than in its crisis years. The CET1 ratioA bank's highest-quality capital (mainly shares and retained profits) as a share of its risk-weighted assets. Higher means more room to absorb losses.More in the glossary was 13.9% at 30 June 2026 and the Liquidity coverage ratioA bank's cash and easy-to-sell assets compared with the money that could flow out in a 30-day crisis. It must be at least 100%.More in the glossary 140%. We score it 71/100. What holds it back is a decade of fines and a botched IT migration at Postbank.
Two layers of deposit protection
The statutory layer is the Entschädigungseinrichtung deutscher Banken, which must repay up to €100,000 per depositor within seven working days if a bank fails. That is the same EU standard used by BNP Paribas in France or ING in the Netherlands.
The second layer is the Einlagensicherungsfonds run by the Association of German Banks. Since 1 January 2025 it covers up to €3 million per individual depositor at member banks, a ceiling that is due to fall further by 2030. It has paid out in past German bank failures, but its statutes say customers have no legal claim to it. Treat it as a strong cushion, not a guarantee.
Postbank and Deutsche Bank are the same legal entity since their 2020 merger. A savings account at each does not double your cover.
Capital back to normal
Deutsche Bank's CET1 ratioA bank's highest-quality capital (mainly shares and retained profits) as a share of its risk-weighted assets. Higher means more room to absorb losses.More in the glossary has sat in the 13% to 14% range for several years. It targets 13.5% to 14% with a floor of two percentage points above the level at which the ECB would start restricting dividends and bonuses. Rating agencies have been moving up:
| Agency | Rating | Outlook |
|---|---|---|
| Moody's (deposits) | A1 | Positive (February 2026) |
| S&P | A | Positive (December 2025) |
| Fitch | A+ (upgraded May 2026) | Positive |
Liquidity is strong. The Liquidity coverage ratioA bank's cash and easy-to-sell assets compared with the money that could flow out in a 30-day crisis. It must be at least 100%.More in the glossary was 140% in the second quarter of 2026, €67.9 billion above the 100% minimum, and the bank held €700.9 billion of deposits. In November 2025 the Financial Stability Board moved it to bucket 1 of its list of systemically important banks.
The crisis years
Deutsche Bank took no German state capital in 2008, unlike its rival Commerzbank. Its real stress came later. It reported net losses in four of the five years from 2015 to 2019. In September 2016 the US Justice Department's opening demand of $14 billion over mortgage-backed securities set off a sharp sell-off, and some hedge-fund clients moved collateral elsewhere. It settled for $7.2 billion in December 2016 and raised €8 billion of capital in 2017. A 2019 restructuring cut much of its equities trading. Since 2020 it has been profitable every year.
A long list of penalties
- December 2016: $7.2 billion with the US Justice Department over mortgage-backed securities, including $3.1 billion in civil penalties.
- January 2017: penalties from New York's Department of Financial Services ($425 million) and the UK FCA (£163 million) over "mirror trades" that moved about $10 billion out of Russia.
- July 2020: $150 million to the New York regulator for failures in monitoring its relationship with Jeffrey Epstein and correspondent banks.
- July 2023: a $186 million fine and a new consent order from the Federal Reserve, which found Deutsche Bank had made "insufficient remedial progress" on sanctions and Anti-money launderingThe rules and checks that stop criminals from moving illegal money through banks, payment firms and crypto exchanges.More in the glossary failings under orders from 2015 and 2017.
- September 2023: its asset manager DWS paid the SEC $25 million over misleading ESG claims and anti-money-laundering failures.
Few large European banks have a longer list. None of these cases cost retail depositors money, but repeated failures to fix controls after earlier orders is what drags conduct to 38.
Postbank's IT migration
In 2023 Deutsche Bank moved about 12 million Postbank customers onto its own IT platform. Many could not reach their accounts, had payments delayed or could not get through to customer service for months. BaFin appointed a special monitor to oversee the clean-up. For customers, this was the most tangible failing of recent years.
Practical steps
- Add up everything you hold at Deutsche Bank and Postbank together. Up to €100,000 is legally protected.
- If you hold more, the voluntary fund adds a large cushion, but spreading money across banks gives you protection you have a legal right to.
- Use BestSign or photoTAN app approval for online banking and never confirm a transaction you did not start yourself. Phishing calls claiming to be the bank's security team are common in Germany.
- Keep a card from a second bank. The Postbank migration showed that access problems can last weeks.
How we scored it
Deposit insuranceA government-backed scheme that repays bank customers up to a set limit if their bank fails, such as the FDIC in the US or the FSCS in the UK.More in the glossary (90) is the strongest factor thanks to the two-layer German system, and liquidity (84) is solid. Conduct (38) is the weakest, followed by digital security (58) for the Postbank migration. For Swiss and French comparisons, see UBS and BNP Paribas.
Questions people ask
How much of my money is protected at Deutsche Bank?
By law, €100,000 per person through the Entschädigungseinrichtung deutscher Banken. On top, Deutsche Bank is a member of the private banks' voluntary Deposit insuranceA government-backed scheme that repays bank customers up to a set limit if their bank fails, such as the FDIC in the US or the FSCS in the UK.More in the glossary fund, which since 2025 can cover up to €3 million per individual. The voluntary fund has paid out in past German bank failures, but customers have no legal right to it.
Are Postbank and Deutsche Bank covered separately?
No. Postbank has been part of Deutsche Bank AG since the two merged in 2020, so balances at both count together toward the same €100,000 statutory limit and the same voluntary cover.
Was Deutsche Bank close to collapse in 2016?
It went through a sharp loss of confidence. In September 2016 the US Justice Department proposed a $14 billion settlement over mortgage bonds, the share price fell to record lows and some hedge funds pulled collateral. Deutsche Bank settled for $7.2 billion that December and raised €8 billion of new capital in 2017. There was no run by retail depositors.
Why does Deutsche Bank have so many fines?
Most cases come from its pre-2019 global investment bank, including mortgage bonds, money-laundering control failures in Russia and the US, and dealings with Jeffrey Epstein. US regulators fined it again in 2023 for being too slow to fix sanctions and Anti-money launderingThe rules and checks that stop criminals from moving illegal money through banks, payment firms and crypto exchanges.More in the glossary controls. A 2019 restructuring shrank the riskiest trading businesses.
Is Deutsche Bank still a global systemically important bank?
Yes. The Financial Stability Board moved it down from bucket 2 to bucket 1 in November 2025, the lowest level, which reflects a smaller global footprint than in the 2010s.
