Morgan Stanley

Cash at Morgan Stanley's two US banks, including E*TRADE and wealth-account sweeps, is FDIC-insured up to $250,000 per bank. The group holds a wide capital buffer and AA-range bank ratings. Weak spots are a $249 million block-trading fraud case in 2024, fines over lost customer data and its near miss in 2008.

Is Morgan Stanley safe?

For cash held at its banks, yes. The deductions come from a 2024 fraud settlement, years of poor handling of customer data and how close it came to failing in 2008.

Is my Morgan Stanley or E*TRADE cash FDIC-insured?

Most Morgan Stanley clients never open a bank account as such. Their cash sits in a brokerage account at Morgan Stanley Smith Barney or E*TRADE and is swept into deposits at one of two banks:

  • Morgan Stanley Bank, N.A. in Salt Lake City (Deposit insuranceA government-backed scheme that repays bank customers up to a set limit if their bank fails, such as the FDIC in the US or the FSCS in the UK.More in the glossary certificate 32992), about $419 billion of assets
  • Morgan Stanley Private Bank, N.A. in Purchase, New York (34221), about $250 billion

They are separate insured banks, so each gets its own $250,000 limit per ownership category. At 30 June 2026 the group held $446 billion of deposits, of which $349 billion was subject to FDIC insurance and $97 billion was not.

Not everything in a brokerage account is a deposit. Shares, bonds, mutual funds and money market funds are protected by SIPC if the broker fails and assets are missing, not by the FDIC. Since 2024 Morgan Stanley and E*TRADE have also faced class actions claiming that the interest paid on swept cash was too low, and state securities regulators have asked about the programme. That is a question of returns, not of safety, but it is worth checking what rate your cash earns.

Capital and ratings

Morgan Stanley's requirement is high because the Federal Reserve's stress test treats its trading book harshly: the stress capital buffer is 4.3%, on top of a 4.5% minimum and a 3.0% G-SIBA global systemically important bank: one of the large banks the Financial Stability Board lists each year because its failure could harm the world economy.More in the glossary surcharge. Liquidity and funding

The Liquidity coverage ratioA bank's cash and easy-to-sell assets compared with the money that could flow out in a 30-day crisis. It must be at least 100%.More in the glossary averaged 129% in the second quarter of 2026. Funding is less tied to deposits than at JPMorgan Chase: the group has $1.68 trillion of assets and only $446 billion of deposits. Those deposits are fairly stable, coming mostly from wealth clients, but $118 billion are time deposits, mainly brokered CDs, and $149 billion are sweep balances that clients can move to higher-yielding funds with a few clicks.

Fines and the data problem

The largest recent case came from the trading floor. In January 2024 Morgan Stanley agreed to pay more than $249 million to the SEC and the Justice Department. The SEC found that from 2018 to 2021 the head of its equity syndicate desk leaked confidential information about upcoming block trades to hedge funds so they could position ahead of them. The firm admitted the facts and was censured.

The case that matters more for ordinary clients is about data. From 2015 Morgan Stanley Smith Barney let a moving company with no data-destruction experience decommission thousands of hard drives and servers holding the personal information of about 15 million customers. Some were resold online with data still on them. The OCC fined the banks $60 million in 2020 over weak oversight of that work, and the SEC fined the broker $35 million in 2022. We found no sign that the data was used for fraud, but it is a poor record for a firm that looks after people's savings.

2008

Morgan Stanley came closer to failure than most US banks still standing. In September 2008, after Lehman Brothers collapsed, clients pulled funds fast. It converted to a bank holding company, sold a large stake to Japan's Mitsubishi UFJ and took $10 billion of TARP capital, repaid in 2009. Since buying Smith Barney, E*TRADE and Eaton Vance, it relies far more on wealth management, a steadier business.

Why is Morgan Stanley a bank?

It became a bank holding company in September 2008, during the financial crisis, which gave it access to Federal Reserve support. Today its banks mainly hold wealth-management clients' cash and make loans to those clients.

What was the Morgan Stanley block trading case?

The SEC found that between 2018 and 2021 the head of Morgan Stanley's equity syndicate desk and a subordinate leaked confidential information about large share sales to hedge funds, which then traded ahead of them. The firm paid more than $249 million to the SEC and the Justice Department in January 2024.

Has Morgan Stanley had a data breach?

The SEC fined it $35 million in 2022 because from 2015 it let old servers and hard drives with data on about 15 million customers be decommissioned and resold without proper wiping. Some devices were later found for sale online. The OCC had already fined its banks $60 million in 2020 over the same weak oversight.
