Is Japan Air Commuter (JAC) safe?

Japan Air Commuter (JAC)

JAL's Kagoshima turboprop airline has had no fatal crash and no lost aircraft, and it flies a young fleet of ATR turboprops. A 2025 business improvement recommendation over defects parked in an unapproved tracking system, and a Runway excursionWhen an aircraft leaves the runway surface during take-off or landing, either off the end (an overrun) or off the side (a veer-off).More in the glossary at Amami in 2020, keep it below its JAL Group sister airlines.

Short island hops to Amami, Kikai, Tokunoshima, Okinoerabu, Yoron, Yakushima and Tanegashima, exposed to gusty crosswinds and typhoons from about June to October. The 2020 Amami excursion happened in a strong crosswind. Mainland airports such as Itami and Fukuoka are well equipped.

Is Japan Air Commuter safe?

Yes. Japan Air Commuter (JAC), the JAL Group's turboprop airline in Kagoshima, has had no fatal crash and has never lost an aircraft in the records we checked. It flies only current-generation ATR turboprops. We score it 82, a little below its parent Japan Airlines (83) and Japan Transocean Air (86). The main reason is a 2025 finding by the regulator that JAC had been parking aircraft defects in an unapproved system rather than fixing them or deferring them by the book.

Who actually flies your JAL flight?

If you book a JAL flight from Kagoshima to Yakushima, Amami or Tanegashima, the aircraft is almost certainly a JAC ATR. Since 25 October 2020, all JAC flights have carried JAL flight numbers under a joint carriage agreement with JAL, J-Air and Hokkaido Air System, and the old JC numbers have gone. JAC has 11 ATR turboprops, about 500 staff and 21 routes, with about 70 flights a day. Most routes link Kagoshima with the Satsunan and Amami islands, and some run to Osaka Itami, Tajima, Izumo, Oki, Matsuyama, Fukuoka and Okinawa.

JAC holds its own operating certificate and has its own crews and engineers, and the Japan Transport Safety Board (JTSB) names JAC as the operator in every report. What decides where a group airline counts is the call sign it uses with air traffic control. JAL's regional jets are flown by J-Air with JAL's call sign, so they count on the JAL page. For JAC we could not confirm it: JTSB reports do not give the call sign, and in October 2026 Flightradar24 showed JAC flights only by their JL flight numbers, not with a JAL or JAC call sign. Until that is settled, we score JAC on its own.

What accidents has JAC had?

None was fatal, and no aircraft was lost. The JTSB lists four accidents in our 20-year window:

DateWhat happened
November 2009Shortly after take-off from Izumo at night, a bird hit the nose of a Saab 340B with 39 people on board. The aircraft flew on to Osaka; the damage made it an accident.
October 2019An ATR 42 hit sudden wind changes north-west of Tanegashima. The pilots pitched up to stay below the speed limit, and a flight attendant walking in the aisle fell and was injured.
February 2022On JL2326 from Tajima to Osaka, a passenger whose seat belt was loose was lifted and dropped onto the seat in turbulence and broke a vertebra. The injury was only reported to the JTSB weeks later.
November 2022A passenger on an ATR 72 from Tanegashima broke a vertebra on touchdown at Kagoshima. The JTSB found the weather, the flying and the aircraft did not contribute.

Under international rules a serious injury makes an accident, but cases like these weigh lightly in our score. The bird strike was not JAC's doing.

The serious incident that weighs more happened at Amami on 8 January 2020. An ATR 42 arriving from Kikai touched down in a gusty crosswind, drifted left and ran off the side of the runway into the grass. None of the 21 people on board was hurt, and the aircraft was not damaged. The JTSB found the crew had been too slow to correct the drift, and JAC tightened its crosswind limits for gusty days. In January 2022 a JAC ATR was cleared to land at Kagoshima while a student pilot's Cessna crossed the holding line onto the runway; the JTSB put that on the trainee and the training school.

Why did the regulator rebuke JAC in 2025?

On 7 October 2025, the Osaka Regional Civil Aviation Bureau issued JAC a business improvement recommendation, a step above a strict warning. Its findings were specific:

  • In 212 cases, staff logged aircraft defects in a monitoring system that JAC's approved manuals did not cover, instead of fixing them or formally deferring the repair.
  • In 221 cases, the certifying engineer did not carry out the airworthiness check the law requires.
  • In 433 cases, maintenance records or logbook entries were missing.

The breaches covered JAC's own aircraft and aircraft it maintained for others. The bureau ordered JAC to report its fixes by 28 October 2025. No accident has been linked to the findings, but the scale points to a habit, not a slip, and it is the biggest drag on JAC's score.

What does JAC fly?

Only ATR turboprops of the current -600 series: the 48-seat ATR 42-600, which JAC began flying in 2017, and the 70-seat ATR 72-600, which joined in 2018 as the first in Japan. JAC retired its Dash 8-400s in 2018 and its last Saab 340 in February 2020. The ATRs have glass cockpits, and the ATR 72 in the November 2022 accident was built in 2018. JAC publishes no average age, but the whole fleet is less than ten years old.

How to fly JAC more safely

Keep your seat belt snug across your hips for the whole flight, not just when the sign is on. Both 2022 injuries were broken vertebrae, and in one the JTSB found the belt was loose. Short island legs are often bumpy from take-off to landing. In typhoon season, from about June to October, check the JAL operations page before you travel to the islands, and leave a spare day for an onward connection out of Kagoshima.

How we scored it

The accident record (89) has no deaths or lost aircraft, with four minor accidents in 20 years. Japan's oversight (86) is strong, but JAC has no IOSAThe IATA Operational Safety Audit, an international audit of an airline's safety management and operations. Every IATA member must pass it.More in the glossary. The fleet (78) is young and modern. Serious incidents (66) cost the most, because of the 2025 maintenance recommendation and the 2020 Amami excursion. The island network scores 76. Overall 82. Compare Oriental Air Bridge (80), another island turboprop airline with a maintenance rebuke.

Questions people ask

Is Japan Air Commuter part of JAL?

Yes. JAL owns 60% and the island municipalities of Amami own 40%. Since 25 October 2020 every JAC flight has been sold with a JAL (JL) flight number, so your ticket says Japan Airlines. JAC keeps its own operating certificate, pilots, cabin crew and maintenance, and investigation reports name it as the operator. We count a group airline on JAL's page only when it flies with JAL's radio call sign, as J-Air does; we have not been able to confirm that for JAC, so its record is scored here for now.

Has a Japan Air Commuter plane ever crashed?

We found no fatal accident and no lost aircraft in JAC's history in the JTSB or Aviation Safety Network records. Its accidents in the last 20 years were a bird strike that damaged the nose of a Saab 340 in 2009 and three cases in which one person was seriously hurt by turbulence or a firm landing.

What did the regulator find at JAC in 2025?

The Osaka Regional Civil Aviation Bureau found that JAC staff had logged 212 aircraft defects in a monitoring system that its approved manuals did not allow, instead of repairing them or formally deferring the repair. In 221 cases the certifying check required by law was skipped, and 433 maintenance records were missing. It issued a business improvement recommendation on 7 October 2025 and ordered JAC to report its fixes by 28 October 2025.

Is it safe to fly a propeller plane to Yakushima or the Amami islands?

Yes. The ATR 42-600 and ATR 72-600 are modern turboprops built for short island runways, and JAC has flown these routes since 1983 without a fatal accident. The bigger practical risk is the weather. Strong crosswinds and typhoons cancel flights, so allow a spare day if you need to catch a connection in Kagoshima.
