Is Osaka safe?
Osaka
Osaka is a very safe city for visitors, a little rougher around the edges than Tokyo but with very little violent crime. The things to plan for are nightlife touts and bar bills in Minami, bag theft in crowds, extreme summer heat, typhoons and the long-term risk of a Nankai Trough earthquake.

How the score breaks down
The overall score is the weighted average of these factors. Scoring rules
Violent crime25% of score
94 out of 100, ExcellentOsaka Prefecture police recorded 165 homicide cases in 2025 (148 in 2024), a count that includes attempts, about 1.9 per 100,000 people, and 221 robberies. Completed killings are a fraction of that. Crime against visitors is rare.
Theft and scams20% of score
86 out of 100, ExcellentOsaka City had 58 bag snatchings and 36 street robberies in 2025, but 12,804 bicycle thefts. Across the prefecture, police logged 1,920 thefts of unattended bags. Touts and bar-bill disputes in Minami are the main tourist trap.
Walking at night15% of score
88 out of 100, ExcellentGallup's 2025 report puts Japan at 78% feeling safe walking alone at night, lower than China or Taiwan. Osaka's centre stays busy late. Osaka City police recorded 238 rapes and 431 indecent assaults in 2025, and groping on crowded trains happens.
Traffic safety15% of score
91 out of 100, ExcellentOsaka Prefecture recorded 14 road deaths per million people in 2025, about 1.4 per 100,000 (comparison by Hong Kong's Transport Department), above Tokyo's 9. Bicycles on pavements are the main nuisance for pedestrians.
Health and environment15% of score
88 out of 100, ExcellentJapan's monitors averaged 8.4 µg/m³ of PM2.5Tiny airborne particles 2.5 micrometres across or smaller. They reach deep into the lungs and are the air pollutant most linked to early death.More in the glossary in FY2024 (Environment Ministry); neighbouring Kyoto's stations read 7.4 to 9.5. Tap water is safe and hospitals are excellent. Heat above 35°C in July and August is the main health risk.
Natural hazards10% of score
66 out of 100, FairThe government puts the chance of a magnitude 8–9 Nankai Trough quake within 30 years at 60–90% or more (or 20–50% on an older model), with tsunami risk for Osaka Bay. Typhoons hit from June to December. Preparedness is among the best anywhere.
Is Osaka safe?
Yes. Osaka is one of the safest big cities you can visit, and we score it 87 out of 100, a few points below Tokyo. Police in Osaka Prefecture, home to about 8.8 million people, recorded 165 homicide cases in 2025, and that Japanese count includes attempts. Osaka City had 58 bag snatchings all year.
Osaka has a reputation inside Japan as the loud, slightly rough cousin of Tokyo, and the numbers back it up: in 2025 Osaka Prefecture recorded 960 criminal offences per 100,000 people, the most of Japan’s 47 prefectures, against 701 in Tokyo and 492 in Kyoto (National Police Agency). That is still a comparison between very safe places. What actually affects visitors is narrower: touts in the nightlife streets, bag theft in crowds, the summer heat and, in the background, a large earthquake that seismologists expect this century.
Theft, touts and bar bills
Street robbery is rare. Osaka City police counted 36 street robberies in 2025, against 12,804 bicycle thefts, which tells you where the real problem lies. If you rent a bike, lock it to something fixed and park it in a paid bicycle park; illegally parked bikes are also towed.
Across the prefecture, police logged 1,920 thefts of bags and items left unattended in 2025. That covers phones left on café tables, bags on train racks and luggage outside convenience stores. Japan's habit of leaving things unguarded works less well in Minami at midnight than in a quiet suburb.
The UK Foreign Office warns that drink spiking and huge credit card bills are a risk in nightlife districts across Japan, not only Tokyo. In Osaka that means Minami: the side streets of Namba, Soemoncho and Shinsaibashi, where touts approach foreigners with offers of cheap drinks. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary also notes that people have been arrested after arguing about inflated bills. Choose bars yourself, ask for a menu with prices and confirm any cover charge first.
Walking at night
Central Osaka is busy until the last trains, and most visitors find it comfortable after dark. Umeda, Namba and Shinsaibashi stay lit and crowded, and police boxes (koban) are everywhere.
Japan does less well on night safety in surveys than its crime figures suggest. In Gallup's 2025 Global Safety Report, 78% of Japanese adults said they feel safe walking alone at night, against 87% in Taiwan and 94% in China. Osaka City police recorded 238 rapes and 431 indecent assaults in 2025. Groping on crowded trains is the issue the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary highlights for women, and the Midosuji subway line runs a women-only car on weekdays.
Shinsekai and the Airin area around Shin-Imamiya station, where many budget hostels are, feel rougher at night because of visible poverty, but are not places visitors are commonly targeted. Doyamacho near Umeda is Osaka's main LGBT+ nightlife area.
Earthquakes, typhoons and heat
This is Osaka's weak point. The government's Earthquake Research Committee says a magnitude 8 to 9 quake on the Nankai Trough, off the Pacific coast, has a 60% to 90% or higher chance of striking within 30 years; an older model gives 20% to 50%, and the committee asks people to plan for the higher figure. A Nankai quake would bring strong shaking and a tsunami into Osaka Bay, where the waterfront areas of Minato, Taisho and Konohana and the Yumeshima island are low-lying.
Typhoons arrive from June to December, peaking from July to September. Typhoon Jebi in 2018 flooded Kansai International Airport and cut its bridge for days. For a short visit:
- Turn on emergency alerts on your phone and install the Japan Tourism Agency's Safety tips app.
- If you stay near the bay, note the nearest tall concrete building as a tsunami refuge.
- Leave a spare day before flights in typhoon season.
Heat is the more likely problem. Summers regularly pass 35°C with high humidity, and the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary calls heatstroke a significant summer risk. The underground shopping streets around Umeda and Namba are the coolest way to get around.
After the Expo
Expo 2025 closed in October 2025, and its site on Yumeshima is now a construction zone for the MGM casino resort due to open in 2030, with part of the Expo's Grand Ring kept. Visitor numbers in the city remain high, so Dotonbori, the Kuromon market and Osaka Castle are crowded at weekends.
Air, water and roads
Air is clean for a big Asian city. Japan's monitoring stations averaged 8.4 µg/m³ of PM2.5Tiny airborne particles 2.5 micrometres across or smaller. They reach deep into the lungs and are the air pollutant most linked to early death.More in the glossary in the 2024 financial year, according to the Environment Ministry, and Kyoto's city stations next door read 7.4 to 9.5. Tap water is safe and hospitals are excellent, though English is limited outside the large hospitals.
Roads are safe: about 1.4 deaths per 100,000 people in Osaka Prefecture in 2025. Osaka drivers are seen as more impatient than Tokyo's, and cyclists ride fast on pavements, often with umbrellas. Look both ways on shopping streets.

How we scored it
Violent crime (94), traffic (91) and health (88) are near the top of our scale. Natural hazards (66) is the weakest factor, because of the Nankai Trough and typhoons. Theft and scams (86) loses points for bike theft, unattended-bag theft and the nightlife tout scam, which is why Osaka sits just below Tokyo and level with Seoul.
Questions people ask
Is Osaka safer than Tokyo?
Both are very safe, and the difference is small. Osaka has historically had more street crime per person than Tokyo, especially bag snatching and bike theft, and its roads are a little deadlier. For a visitor, the practical risks in both cities are nightlife scams, crowds and earthquakes.
Is Dotonbori safe at night?
Yes. Dotonbori and the rest of Namba stay crowded until late and street violence is rare. Watch for touts who offer cheap drinks or "girls bars" in the side streets towards Soemoncho, check prices before you sit down, and keep your bag closed on the Ebisu Bridge, where crowds are thickest.
Is Shinsekai or Nishinari safe for tourists?
Shinsekai is a busy, slightly shabby food and nightlife area that most visitors enjoy without trouble. The Airin district south of Shin-Imamiya station, near the cheap hostels, has visible poverty and homelessness and feels rougher at night, but crime against tourists there is uncommon. Stay on main streets after dark.
What should I do if a Nankai Trough earthquake warning is issued?
The Japan Meteorological Agency can issue a special advisory if it detects signs of a larger quake. If that happens, check NHK World, know your hotel's evacuation route, and if you are near Osaka Bay or a river mouth, move to higher floors or higher ground as soon as a tsunami warning sounds.
How hot does Osaka get in summer?
Very hot. Temperatures often pass 35°C in July and August, and humidity makes it feel worse. Heatstroke is a real risk for visitors who walk all day. Carry water, use the underground malls around Umeda and Namba, and plan outdoor sightseeing for early morning.
