Is Portland safe?

Portland

Portland had 51 homicides in 2025, down from 68, and 2026 is running lower again. The catch is theft, at more than three times the US rate, along with open drug use downtown and in Old Town, and the long-term risk of a major earthquake.

How the score breaks down

The overall score is the weighted average of these factors. Scoring rules

  • Violent crime25% of score

    70 out of 100, Good

Portland police reported 51 homicides in 2025, down from 68, about 8.1 per 100,000 (MCCA). KATU counted 22 by late August 2026, a pace closer to 5 per 100,000. The FBI's violent crime rate of 702 per 100,000 is more than twice the US rate.

  • Theft and scams20% of score

    50 out of 100, Weak

Portland's property crime rate was 5,113 per 100,000 in 2025, more than three times the US average of 1,552 and above Seattle (FBI Crime Data Explorer). Car break-ins and car theft are the crimes visitors are most likely to meet.

  • Walking at night15% of score

    64 out of 100, Fair

Gallup's 2025 report puts the US at 71% feeling safe walking alone at night. The Pearl District, Alberta Street, Hawthorne and Division are busy and calm in the evening, but parts of downtown and Old Town Chinatown have open drug use and feel rough after dark.

  • Traffic safety15% of score

    63 out of 100, Fair

PBOT counts 62 traffic deaths in 2022, 69 in 2023, 56 in 2024 and 39 in 2025 (preliminary), about 6 to 11 per 100,000. 2026 had 39 by 22 October, so 2025 looks like a good year rather than a new normal. Pedestrians were 20 of the 39 dead in 2025.

  • Health and environment15% of score

    85 out of 100, Excellent

The EPA's valid Portland monitor on SE Lafayette Street averaged 5.9 µg/m³ of PM2.5Tiny airborne particles 2.5 micrometres across or smaller. They reach deep into the lungs and are the air pollutant most linked to early death.More in the glossary over 2023–2025, close to the WHO guideline. Wildfire smoke can make the air hazardous for days, as in September 2020. OHSU is the region's top trauma centre.

  • Natural hazards10% of score

    58 out of 100, Fair

The Cascadia Subduction Zone offshore can produce a magnitude 9 quake, with a 10 to 15% chance in the next 50 years, and the Portland Hills Fault runs under the west side (PNSN). The June 2021 heat dome reached 116°F at the airport, and ice storms hit some winters.

Is Portland safe?

For most visitors, yes, with two catches: theft and the state of some downtown streets. Portland police reported 51 homicides in 2025, down from 68 the year before, about 8.1 per 100,000 people. That is higher than Seattle or San Francisco, but the killings rarely happen near the places visitors go, and 2026 is running lower again.

What is more likely to touch you is property crime. Portland's rate is more than three times the US average, one of the highest of any large city. We score Portland 65.

How much crime is there?

Portland's violence rose sharply after 2020 and has been falling since. The police chiefs' survey shows homicides down a quarter in 2025, and by late August 2026 local TV station KATU counted 22, which would mean a rate near 5 per 100,000 if the pace holds. Most killings happen in East Portland, beyond Interstate 205, and in parts of North and Northeast Portland, not downtown.

The broader violent crime rate is high for a city of its size: the FBI counts 702 violent crimes per 100,000 residents in 2025, about the same as Seattle and more than twice the US rate. The police survey lists 977 robberies and 3,112 aggravated assaults.

Car break-ins and car theft

This is the crime to plan for. Portland recorded more than 32,000 property crimes in 2025, about 5,100 for every 100,000 people. Leave the car empty, including the boot if you can, and do not leave valuables at trailhead car parks in Forest Park or the Columbia River Gorge. Older Kia and Hyundai models without engine immobilisers are often stolen outright.

Pickpocketing is not a big problem. Watch your phone on MAX platforms and in the crowds at the Saturday Market near the Burnside Bridge.

Downtown and Old Town at night

Portland's city centre has improved since the worst years of 2020 to 2023, and Oregon made possession of hard drugs a crime again in September 2024. Still, parts of Old Town Chinatown, the blocks near the Burnside Bridge and some streets on the south side of downtown have open drug use, tents and people in crisis. They are unpleasant rather than dangerous by day and best avoided on foot late at night.

The east-side neighbourhoods visitors like are a different city after dark. Alberta Street, Mississippi Avenue, Hawthorne Boulevard, Division Street and the Central Eastside's bars and food carts are busy and generally fine. The Pearl District is quiet and calm.

Roads, smoke and earthquakes

Portland's streets became much more dangerous in the early 2020s. The city transport bureau counts 69 traffic deaths in 2023 and 56 in 2024. The preliminary 2025 count fell to 39, but 2026 had already reached 39 by 22 October. Wide, fast roads in East Portland such as 82nd Avenue, 122nd Avenue and SE Powell Boulevard are where most pedestrians die.

The air is normally clean, with the EPA's Portland monitor averaging 5.9 µg/m³ of PM2.5Tiny airborne particles 2.5 micrometres across or smaller. They reach deep into the lungs and are the air pollutant most linked to early death.More in the glossary over 2023 to 2025. Wildfire smoke is the exception: in September 2020 fires across Oregon gave Portland some of the worst air in the world for several days. Check AirNow in late summer if you have asthma or a heart condition.

Earthquakes are the serious long-term hazard. The Cascadia Subduction Zone off the coast can produce a magnitude 9 quake, with a 10 to 15% chance in the next 50 years, and the Portland Hills Fault runs along the west side of the city. Unreinforced brick buildings in Old Town are the most exposed. Heat is a newer risk: the June 2021 heat dome sent the airport to 116°F, and many older homes and hotels have no air conditioning.

How to stay safe in Portland

  • Leave nothing in your car, ever, including at trailheads outside the city.
  • Stay in the Pearl District, around Pioneer Square or on the inner east side rather than in Old Town.
  • Use a ride app rather than walking through Old Town or waiting at quiet MAX stations late at night.
  • On smoky days, stay indoors and check AirNow before hiking in the Gorge.

How we scored it

Health and environment (85) is the strongest factor, thanks to clean air outside smoke season and good trauma care. Theft and scams (50) is the weakest: Portland's property crime rate is among the highest of the cities we score. Natural hazards (58) reflect the Cascadia earthquake risk, and violent crime (70) sits in the 4 to 10 per 100,000 band, with 2026 running lower than 2025.

Questions people ask

Is downtown Portland safe?

By day, yes, around Pioneer Courthouse Square, the shopping streets and the waterfront park. Some blocks of Old Town Chinatown and the area around the Burnside Bridge have open drug use and people in crisis, and they feel worse after dark. The Pearl District next door is quieter and a better base.

Can I leave things in my car in Portland?

No. Portland's property crime rate is more than three times the US average, and rental cars with luggage are an easy target, above all downtown, in the Pearl and near trailheads in Forest Park. Take everything with you and use staffed garages where you can.

Is the MAX light rail safe?

For most trips, yes. The Red Line from the airport and the downtown stretch are busy in the day. Late at night some east-side stations feel isolated, and assaults on trains make the local news every year. Ride near other passengers and keep your phone out of sight near the doors.

Is Portland safer than Seattle?

Not quite. Portland had about 8.1 Homicide rateThe number of people killed on purpose each year for every 100,000 residents. It is the most comparable crime figure between countries.More in the glossary people in 2025 against 4.7 in Seattle, and its property crime rate is higher. Seattle has safer roads too. We score Portland 65 and Seattle 68.

What should I do in an earthquake in Portland?

Drop, cover and hold on until the shaking stops, and stay away from old brick buildings and their facades. Phone emergency alerts and the MyShake app carry ShakeAlert warnings in Oregon and can give a few seconds of notice. If you are on the coast and the shaking lasts a long time, move to high ground at once.
