Is Liberia safe to visit?

Liberia

Liberia is peaceful and its 2023 election ended in a peaceful handover, so the US rates it Level 2. Crime is the main concern; the FCDO calls the crime rate high and foreigners are mugged in Monrovia's Mamba Point and Sinkor. Health care is poor, with no reliable ambulance service, and roads are unlit and unpaved.

Is Liberia safe to visit?

Yes, with real care. Liberia ended its civil war in 2003 and is now peaceful; President George Weah lost the November 2023 runoff to Joseph Boakai and conceded, and power changed hands peacefully early in 2024. The US rates the country Level 2 and the UK advises against no area. The daily risks are crime in Monrovia, a health system that the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says has no effective ambulance service anywhere, and roads that are dangerous after dark. We score Liberia 46, between Guinea and Ghana.

Liberia publishes very little data. The latest national homicide figure is from 2012 (WHO modelled estimate, 2021: 9.4 per 100,000), and WHO's road-death estimates for Liberia changed sharply between its two most recent series. We say where each number comes from and how old it is.

Crime in Monrovia

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary calls the crime rate high. Most crime is opportunistic theft, but organised gangs exist, and thieves often carry knives or machetes and sometimes guns. Liberians are the main victims. Foreigners have been mugged in Mamba Point and Sinkor, the districts where most visitors stay, and in nightclubs and on beaches during the day. Robberies have also happened in taxis. The US adds that police lack the resources to respond well to serious crime.

The FCDO also says Liberia has a high rate of rape and sexual assault; attacks on foreign women are rare but have happened.

What reduces the risk:

  • Arrange all transport in advance, including from Roberts International Airport, and avoid shared taxis.
  • Stay in a hotel with proper security; the FCDO says this matters.
  • Do not walk in Monrovia after dark or go to beaches at night.
  • Carry little cash and keep it out of sight. Liberia runs on US dollars in cash, ATMs often run dry, and cards work only in a few big hotels and supermarkets.

Roads: unlit, unpaved and unpredictable

WHO's latest estimate is 15.3 road deaths per 100,000 in 2021, but its older series put Liberia at 38.9 for 2019, so treat the rate as unknown within a wide range. Police recorded 236 deaths from 1,564 crashes in 2025 and 71 deaths in the first quarter of 2026, according to the Liberian Observer, which says heavy trucks are involved in many crashes. Police counts usually miss deaths in hospital later.

Outside the main paved routes to Buchanan, Bo Waterside on the Sierra Leone border and Ganta near Guinea, roads are unpaved, unlit and often impassable in the May to November rains. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary calls the motorcycle taxis known as pen-pens particularly dangerous and warns that crowds can attack drivers after a crash. Illegal checkpoints rob travellers at night. Most foreigners hire a car with a driver and travel in convoys of two vehicles, and US staff may not leave the capital after dark except to the airport.

Health care and disease

This is the weakest part of the picture. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says hospitals are poorly equipped, blood supplies are unreliable and unsafe, quality medicine is scarce and there is no reliable ambulance service; you must make your own way to hospital. Serious illness or injury means evacuation, so check your insurance covers it.

Malaria is everywhere: WHO road-death estimateThe World Health Organization's estimate of road traffic deaths per 100,000 people in a country, adjusted for deaths that police statistics miss.More in the glossary 172 cases per 1,000 people at risk in 2024, and CDC recommends preventive tablets. Lassa fever, spread by rodents, had several confirmed cases in 2026, the FCDO says. Since 25 May 2026 arrivals face extra health screening because of the Ebola outbreaks in DR Congo and Uganda. CDC recommends the yellow fever vaccine for all travellers from 9 months.

Borders and the interior

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary reports occasional clashes between armed groups on remote stretches of the Côte d'Ivoire border in Grand Gedeh and River Gee counties, and advises sticking to main roads there. It also warns of land disputes, illegal mining and organised groups of former fighters around the Sinoe rubber plantation and Sapo National Park. If you plan to go to Sapo, check the situation first and go with an experienced operator.
