Is Djibouti safe to visit?

Djibouti

Djibouti is the steadiest country in a rough neighbourhood, and crime against visitors is mostly petty. The catches are a standing terrorism threat linked to al-Shabaab, a mined and closed border with Eritrea, roads full of trucks and khat-chewing drivers, malaria in all areas and very basic hospitals.

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says there is a risk of petty crime and advises against walking alone late at night and to keep cameras and passports out of sight. Is Djibouti safe to visit?

Mostly, yes, if you take the terrorism threat and the roads seriously. Djibouti is small, stable and calm compared with its neighbours, and visitors rarely meet serious crime. The US rates it Level 2 for terrorism, and both the US and UK warn against the border with Eritrea. We score Djibouti 56, far above Somalia (26) and Eritrea (49), and below Egypt (65).

The data is thin. UNODC has no homicide figure for Djibouti for any year, only a WHO model that puts it at 5.8 per 100,000 in 2021, and the road figures are WHO road-death estimateThe World Health Organization's estimate of road traffic deaths per 100,000 people in a country, adjusted for deaths that police statistics miss.More in the glossary too, so confidence is low.

Terrorism and the region

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says terrorists are likely to try to carry out attacks in Djibouti, possibly in crowded places used by foreigners: hotels, restaurants, bars, transport hubs, shopping areas and military bases. The reason is al-Shabaab, the Somali armed group, which has publicly threatened Djibouti because it sends troops to the African Union mission in Somalia and backs the Somali government. The FCDO also lists military bases among possible targets.

Politics are stable, but closed. President Ismaïl Omar Guelleh won a sixth term on 10 April 2026 after a constitutional change removed the age limit, according to official results reported by Africanews. The vote passed without the unrest seen elsewhere in the region. The 2026 Global Peace IndexAn annual ranking of 163 countries by how peaceful they are, based on conflict, crime, militarisation and political instability.More in the glossary ranks Djibouti 105th of 163.

The neighbourhood is the bigger worry. The FCDO advises against all travel to the Eritrean border, where the two armies fought in 2008 and unmarked landmines remain. It asks for great care near the Somaliland border and on the roads north of Tadjoura and Obock, where the army runs roadblocks, and notes military activity in the Red Sea against Houthi attacks on shipping. Fighting in northern Ethiopia resumed in September 2026, and Euronews reported Tigrayan forces pushing into Afar towards the trade corridor that links Ethiopia to Djibouti. Piracy is a risk for sailing yachts in the Gulf of Aden.

Roads

WHO road-death estimateThe World Health Organization's estimate of road traffic deaths per 100,000 people in a country, adjusted for deaths that police statistics miss.More in the glossary 23.3 road deaths per 100,000 people in 2021, the figure we score on, and its older 2019 series gave almost the same, 23.5. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary is blunt about why. Many drivers chew khat, a legal stimulant, which contributes to speeding. Roads are narrow, poorly lit and poorly maintained, vehicles often run without lights, livestock wander onto the road and the main Djibouti-Ethiopia highway carries a stream of heavy trucks. Police sometimes block roads with wire coils that are hard to see at night.

Stay on paved roads, avoid driving outside the city after dark and hire a driver who knows the routes. A UK photocard licence is valid for up to 12 months.

Health and heat

CDC says malaria is present everywhere in Djibouti, including the capital. WHO road-death estimateThe World Health Organization's estimate of road traffic deaths per 100,000 people in a country, adjusted for deaths that police statistics miss.More in the glossary 45 cases per 1,000 people at risk in 2024, down from 89 in 2020 but still a real risk, so take antimalarial tablets and use repellent. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary adds dengue, Zika and schistosomiasis: avoid swimming in fresh water. CDC says rabid dogs are common and rabies vaccine may only be available in larger towns.

Medical facilities are limited, and serious cases are evacuated abroad, so get insurance that covers evacuation. Summer heat is severe, with average highs near 39°C in July (World Bank), especially on trips to Lac Assal and the Danakil lowlands; drink more than you think you need and avoid the middle of the day. The FCDO also lists earthquakes and volcanic activity as a risk, and rare heavy rain can flood parts of Djibouti City quickly.

Crime and local rules

Petty crime is the main crime risk. Do not walk alone late at night, and keep cameras, phones and passports out of sight. Rules catch more visitors out than thieves do:

  • Photographing ports, airports, public buildings, bridges and military sites is prohibited, and police can confiscate equipment and arrest you.
  • Alcohol is legal, but drunken behaviour can bring a two-year prison sentence.
  • During Ramadan, do not eat, drink or smoke in public in the daytime.
  • Cards are rarely accepted and ATMs may not take Mastercard, so carry enough cash.

How we scored it

Road safety (38) and health (40) are the weakest factors, for the crash rate and malaria in all areas. Petty crime (70) and violent crime (68) score highest, though violent crime rests on WHO's modelled Homicide rateThe number of people killed on purpose each year for every 100,000 residents. It is the most comparable crime figure between countries.More in the glossary of 5.8 per 100,000 and advisory descriptions rather than any recorded figure. Conflict (62) reflects the terrorism threat and the Eritrean border rather than any fighting inside Djibouti.
