  • Road safety20% of score

    86 out of 100, Excellent

ETSC counted 43 road deaths in 2025, 31 per million people (3.1 per 100,000), down 38% from 69 in 2024. Small numbers swing a lot, so we use the three-year average of about 4.2 per 100,000, near WHO's 2019 estimate of 4.5.

  • Health risks15% of score

    87 out of 100, Excellent

Healthcare is good and tap water is safe. CDC recommends hepatitis A vaccine for unvaccinated travellers and tick-borne encephalitis vaccine for long outdoor stays; ECDC recorded 10.5 TBE cases per 100,000 people in 2022, the second-highest rate in the EU.

  • Natural hazards10% of score

    87 out of 100, Excellent

Estonia has no earthquakes, volcanoes or cyclones. The hazards are winter cold and darkness, autumn storms on the Baltic coast, cold sea and lake water, and thin ice on lakes and on the ice roads to the islands. Weather warnings are good.

  • Petty crime and scams10% of score

    84 out of 100, Good

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary's only crime warnings are pickpockets in bars and nightclubs in Tallinn's Old Town, card skimming and unmarked taxis. It advises using taxis with "TAKSO" signs or apps such as Bolt. Tourist scams are uncommon.

Is Estonia safe to visit?

Yes. Estonia is one of the easier countries in Europe to visit safely: the US rates it Level 1, theft is uncommon, and its roads are among the safest in the EU, with 43 deaths in 2025 (ETSC). We score it 86. The catch is the neighbour. Estonia sits on Russia's border, and the risks that make the news, from airspace violations to GPS jamming, come from there. So far they have disrupted flights, not harmed travellers.

Russia, jets and jammed GPS

Estonia is not at war, but the pressure from Russia has grown. On 19 September 2025, three Russian MiG-31 fighters entered Estonian airspace near the island of Vaindloo in the Gulf of Finland and stayed about 12 minutes, with transponders off and no flight plan, ERR reported. Italian F-35s on NATO's Baltic air policing mission escorted them out, and Estonia asked for NATO consultations under Article 4. ERR counted it as the fourth such incursion that year.

GPS jamming is the other problem. In April 2024 two Finnair flights from Helsinki could not land at Tartu because of GPS interference, and the airline suspended the route for a month until the airport set up an approach that does not need satellite navigation. Estonia's foreign minister called it a Russian "hybrid attack". The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary also notes that some Ukrainian drones aimed at Russia have crossed into Estonian airspace; in late March 2026 several stray drones came down across Estonia, Latvia and Lithuania, Reuters reported.

These incidents are why Estonia fell 5 places to 25th on the 2026 Global Peace IndexAn annual ranking of 163 countries by how peaceful they are, based on conflict, crime, militarisation and political instability.More in the glossary. For a visitor, they mean little in practice. Airliners have backup navigation, and the FCDO notes no recent history of terrorism, though it says attacks cannot be ruled out.

Crime: low for visitors, higher than it looks

Eurostat recorded 1.82 intentional Homicide rateThe number of people killed on purpose each year for every 100,000 residents. It is the most comparable crime figure between countries.More in the glossary people in 2024, up from 1.32 in 2023. That is more than twice the rate in Poland (0.69). Even so, the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary describes assaults as rare, and its advice is about late-night nightlife, not street violence against visitors.

The FCDO's crime warnings are short. Pickpockets work the bars and nightclubs of Tallinn's Old Town, and cards can be skimmed in shops and restaurants. Drink spiking and sexual assault are rare but do happen late at night around nightlife. Use taxis with "TAKSO" signs, a price list in the back window and a working meter, or book through Bolt, Forus or Uber. Unmarked taxis are illegal.

Driving: few deaths, dark winters

ETSC counted 43 road deaths in 2025, or 31 per million people, a 38% fall from 69 in 2024 and better than Finland. Numbers this small swing from year to year, so we score on the three-year average, about 4.2 per 100,000.

  • Winter. From December to February daylight lasts six to seven hours in Tallinn, and rural roads are icy. Winter tyres are compulsory in the cold months.
  • Wildlife. Elk and deer cross roads at dusk, especially in autumn.
  • Alcohol. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says the limit is about a quarter of England's and offenders can be fined or jailed.
  • Pedestrians. Wear a reflector on dark roads outside towns; drivers see you late.
  • Ice roads. In cold winters official ice roads open to Hiiumaa and other islands. Use only the marked, open routes and follow the posted rules.

Health, ticks and the cold

Healthcare is good, especially in Tallinn and Tartu, and tap water is safe. Call 112 for any emergency. Ticks are the real health risk outdoors. ECDC recorded 10.5 cases of tick-borne encephalitis per 100,000 people in Estonia in 2022, against an EU average of 0.81. CDC recommends the vaccine for travellers with a lot of outdoor exposure. If you are hiking in Lahemaa or spending summer on Saaremaa, ask a travel clinic, use repellent and check your skin each evening.

Nature is mild by global standards: no earthquakes, no volcanoes, no cyclones. Winter brings temperatures well below -10°C and long darkness, autumn storms close ferries, and the Baltic stays cold well into summer. Swim sober, close to shore and never alone.

How to stay safe in Estonia

  • In Tallinn's Old Town, keep phones and wallets zipped away in bars and do not leave drinks unattended.
  • Book taxis through an app or use marked "TAKSO" cars at ranks.
  • Do not try to cross into Russia at Narva. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary advises against all travel to Russia, and vehicles with Russian plates face restrictions in Estonia.
  • If a flight is delayed or diverted for "navigation issues", that is usually jamming, and the crew is following procedure.
  • Before hiking from spring to autumn, think about the tick-borne encephalitis vaccine.

How we scored it

Road safety (86), health (87) and natural hazards (87) are strong, and petty crime (84) is low by European standards. Violent crime (88) loses points for a Homicide rateThe number of people killed on purpose each year for every 100,000 residents. It is the most comparable crime figure between countries.More in the glossary above Western Europe's. Conflict (83) is the weakest factor: there is no fighting, but airspace violations, drones and GPS jamming put Estonia below quieter neighbours such as Finland.

Questions people ask

Is it safe to travel to Estonia with Russia next door?

Yes. The US rates Estonia Level 1 and the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary has no warnings against travel to any part of it. Russian jets have violated Estonian airspace and GPS interference affects flights, but neither has harmed visitors. Narva and the border region are calm; just do not try to cross into Russia, which the FCDO advises against visiting.

Is Tallinn safe at night?

Yes, for the most part. The Old Town is busy and well policed, and the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary's main warning is pickpockets in its bars and nightclubs. Watch your drink, use taxis with "TAKSO" signs or an app such as Bolt, and avoid unmarked cars that offer lifts after the bars close.

Does GPS jamming make flying to Estonia unsafe?

No. Airliners have backup navigation and pilots are trained for lost GPS signals. The effect has been disruption, not danger. In 2024 Finnair suspended Helsinki–Tartu flights for a month after two aircraft could not land, until the airport set up an approach that does not rely on GPS.

Do I need a tick vaccine for Estonia?

Only if you plan to spend a lot of time in forests, meadows or on the islands from spring to autumn. Estonia has one of the highest rates of tick-borne encephalitis in Europe. CDC recommends the vaccine for people with extensive tick exposure; talk to a doctor or travel clinic, and check your skin after walks.

Is it safe to drive in Estonia in winter?

Yes, if you are used to snow and ice. Winter tyres are compulsory in the cold months, daylight is short in December, and elk and deer cross rural roads at dusk. The drink-drive limit is about a quarter of England's, and the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says offenders can be fined or jailed.
