Is Kandy safe?
Kandy
Kandy is a calm hill city where violent crime against visitors is rare. The real risks are the hills around it, where Cyclone Ditwah's landslides killed more people in Kandy district than anywhere else in Sri Lanka in 2025, plus pushy touts, crowded roads and the open doors of the hill-country train.

Traffic safety15% of score

The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says buses are driven fast and rarely give way; in Kandy, narrow roads, steep bends and broken pavements add to the risk for walkers.

Natural hazards10% of score
52 out of 100, WeakFloods and landslides from Cyclone Ditwah in late November 2025 killed 234 people in Kandy district, with 81 missing, by 8 December (DMC), the worst toll of any district. Most deaths were in the hill villages around the city. Earthquake risk is low.
Is Kandy safe?
Yes, for most visitors, and it is calmer than Colombo. The UK Foreign Office says violent crime against foreigners is rare in Sri Lanka, where the Homicide rateThe number of people killed on purpose each year for every 100,000 residents. It is the most comparable crime figure between countries.More in the glossary was 2.51 per 100,000 in 2022 (UNODC), and the gang shootings that make the national news mostly happen on the west and south coasts. What makes Kandy harder than its crime rate suggests is the terrain. The city sits in a bowl of steep hills about 500 metres up, and in late November 2025 the floods and landslides of Cyclone Ditwah killed 234 people in Kandy district, more than in any other part of the country.
The city's worst violence is in the past. A Tamil Tiger truck bomb damaged the Temple of the Tooth in January 1998, and anti-Muslim riots in Digana and Teldeniya, east of the city, led to a curfew and Sri Lanka's first state of emergency since 2011 in March 2018.
We score Kandy 64 out of 100, two points below Colombo and Galle. Our Sri Lanka page covers the beaches, the national parks and the north.
Touts, gem shops and tuk-tuks
Kandy is where many visitors first meet Sri Lanka's commission economy. Around the lake, the Temple of the Tooth and the railway station, friendly men offer to show you a special festival, a closing-down gem sale or a spice garden. The trip ends at a shop that pays them a cut, often at a large mark-up. A firm no and walking on is enough; nobody follows for long.
The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary reports more opportunistic theft across Sri Lanka, including bags snatched by thieves on mopeds and theft on trains, and says bank card fraud is common. Use ATMs inside banks, keep your card in sight when paying, and keep your bag away from the road side. For tuk-tuks, book through PickMe or Uber or agree the fare before you get in.
Walking at night and women's safety
Gallup's 2025 report found 63% of people in Sri Lanka feel safe walking alone at night, lower than India's 72%. Kandy is an early city: the shops around Dalada Veediya and the lake road are busy until about 8pm, then the streets empty fast, and the roads up to hillside guesthouses are steep, dark and often without pavements.
The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says women continue to report harassment, from lewd comments to sexual assault, mostly in crowded markets, bus and railway stations and tourist sites, and occasionally from tuk-tuk drivers at night. Drink spiking has been used to rob and assault people. If a driver makes you uneasy, get out and change vehicle; app rides leave a record.
Landslides and the monsoon
Sri Lanka gets two monsoons, and the hill country around Kandy, Nuwara Eliya and Badulla is where landslides kill. Cyclone Ditwah, which crossed the island at the end of November 2025, brought days of rain onto already saturated slopes. By 8 December the Disaster Management Centre counted 234 dead and 81 missing in Kandy district, out of 635 dead nationally. Most of the victims lived in hillside villages around the city, not in the centre, but hill-country trains were suspended while mud and debris were cleared from the tracks.
If you visit between October and December or during the south-west monsoon, check the Disaster Management Centre's warnings, avoid guesthouses cut into steep slopes below loose ground, and do not drive the hill roads at night in heavy rain. Earthquake risk is low.
Traffic, buses and the train
Sri Lanka Police counted 2,710 road deaths in 2025, up from 2,388 the year before, about 12 per 100,000 people. There is no Kandy figure, but the city's centre is a tight one-way loop that jams daily, and the roads to Colombo, Nuwara Eliya and Matale are narrow and winding. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary warns that public buses are driven fast and rarely give way. Hire a car with a driver rather than driving yourself, and do not ride a motorbike on the hill roads.
The hill-country train from Kandy to Ella is one of the island's best trips and generally safe. The danger is self-inflicted: the FCDO says visitors have died hanging out of open doors or windows for photos. Stay inside while the train moves.
Health
Dengue is the disease to plan for: use repellent during the day, especially in the rainy months. The FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary says feral dogs are common and sometimes carry rabies, so get a bite or scratch treated the same day. There is no official annual air quality figure for Kandy. Sri Lanka's average was 17.9 µg/m³ of PM2.5Tiny airborne particles 2.5 micrometres across or smaller. They reach deep into the lungs and are the air pollutant most linked to early death.More in the glossary in 2024 (IQAir), but exhaust from buses and lorries collects in the city's valley on still days. The National Hospital Kandy, a large state teaching hospital, handles emergencies, and private hospitals in the city are good for routine care.
How we scored it
Violent crime (80) is Kandy's strongest factor. Traffic safety and natural hazards (both 52) are the weakest, for the hill roads, the buses and the landslide risk. Theft and scams and walking at night both score 64, the same as Colombo, because the official advice and the Gallup share are the same. Health and environment scores 60. Confidence is medium because Sri Lanka publishes no city crime, road death or air quality figures for Kandy.
Questions people ask
Is Kandy safe for tourists?
Yes. Violent crime against visitors is rare, and the city is quieter than Colombo. The problems you are more likely to meet are touts, tuk-tuk overcharging, card fraud and traffic. In the rainy months, the bigger risk is landslides on the hill roads out of town.
Is it safe to walk around Kandy Lake at night?
The lake road near the Temple of the Tooth and the town centre is busy in the early evening and generally fine. The far side of the lake and the roads up into the hills are quiet and poorly lit after about 8pm. Women alone should take an app-booked tuk-tuk or taxi rather than walk back late.
Is the train from Kandy to Ella safe?
The train is slow and generally safe, but visitors have died after hanging out of open doors or windows for photos, and the FCDO travel adviceThe UK government's travel advice for each country, which can advise against all travel or all but essential travel to specific areas.More in the glossary warns of theft on board. Stay inside the carriage while it moves and keep bags close. Landslides sometimes close the hill-country line after heavy rain, as they did after Cyclone Ditwah.
When is the best time to visit Kandy?
January to April is usually the driest. The south-west monsoon brings rain from about May to September, and the inter-monsoon rains of October and November bring the heaviest downpours and most landslides. The Esala Perahera, in July or August, fills the city with crowds; book early and watch your bag on procession nights.
How do I avoid scams in Kandy?
Ignore anyone who approaches you at the station or the lake with a special festival, a closing-down gem sale or a free guide. Book tuk-tuks through PickMe or Uber, or agree the price first, and buy Temple of the Tooth tickets only at the official counter.
