Is ShortMax safe?
ShortMax
ShortMax is a real app with no known breach or regulator action, but it is built around weekly passes and coins that its terms refund only when the service fails. Apple rates it 18+ and Google Play Teen, and its privacy policy lets ad networks build interest profiles.

How the score breaks down
The overall score is the weighted average of these factors. Scoring rules
Privacy30% of score
42 out of 100, WeakApple's label lists identifiers as used to track you and linked to you for third-party advertising. The September 2026 policy collects the advertising ID and a "process and software list" from the device, and lets ad networks build interest profiles.
Security30% of score
47 out of 100, WeakNo breach of ShortMax user data was found and Google Play says data is encrypted in transit. Payments run through Apple or Google. The policy lists only generic measures and an incident team, and we found no two-step login or bug bounty.
Transparency and control15% of score
40 out of 100, WeakThe terms let you delete your account, and Google Play confirms deletion requests. Outside the EU's 14-day withdrawal right, refunds are given only if the product is unusable through ShortMax's fault, disputes go to arbitration in Hong Kong with a class-action waiver, and the policy contradicts itself on ad sharing.
Scams and harmful content15% of score
44 out of 100, WeakApple rates ShortMax 18+ for frequent mature or suggestive themes and fantasy violence, and the terms require users to be 18. Google Play rates the same app Teen, and the terms let minors watch under adult supervision. No kids mode or parental controls.
Regulatory record10% of score
88 out of 100, ExcellentWe found no privacy or consumer-protection fine or order against ShortMax or SHORTTV LIMITED, and no UK Advertising Standards Authority ruling. Few regulators have looked at short-drama apps yet.
Is ShortMax safe?
ShortMax will not harm your phone and nobody can message you through it, but it is an expensive habit and a poor fit for teenagers. We score it 48/100, level with StoryReel (48), a point above NetShort (47) and below ReelShort (51). Its weak points are weekly passes, refunds that are almost never given, and ad tracking that its privacy policy describes in two contradictory ways.
It is one of the bigger names in the genre. When we checked in October 2026, ShortMax sat at No. 58 in Apple's US entertainment chart with 4.6 stars from about 181,000 ratings, and Google Play counted more than 100 million downloads. App-analytics firm Insightrackr reported that its downloads jumped more than 180% in November 2025 while its daily ad creatives rose from about 200 to more than 700.
What ShortMax costs
The model is the familiar one: a few free episodes, then coins or a pass. The US App Store lists four "Weekly Pass Pro" products at $9.99 and $19.99, and one-time purchases from $3.49 to $24.99. The terms also mention monthly and annual passes. Under the terms a pass renews automatically 24 hours before it expires, at the same price, until you cancel.
At $19.99 a week, a pass left running costs about $1,040 a year. Several App Store reviewers describe the same irritation with coins: one wrote in 2024 that an episode of under a minute could cost up to 60 coins, and that the price only shows once the coins have run out. That is a user's account, not a finding by any regulator, and ShortMax's reply said it would pass the point to its product team.
The refund rule is strict. "Refunds or changes will not be entertained unless the paid product/service is unusable for the reason of ShortMax," the terms say, and the coin balance "cannot be transferred, gifted, lent, refunded". If ShortMax closes an account for breaking its rules, it keeps the money. The terms do give EU subscribers a 14-day right of withdrawal, minus the service already used. For purchases made through Apple or Google, the stores' own refund processes still apply.
What ShortMax collects
Apple's label is short. Identifiers are used to track you across other companies' apps and websites, and user and device IDs are linked to you for third-party advertising and personalisation. Coarse location, search history, usage data and diagnostics are collected without being linked to you. Google Play's section says device IDs are shared with other companies for advertising, analytics and personalisation.
The privacy policy, last updated on 27 September 2026, goes further than both labels. With your permission, the app may record device details including the "process and software list", which means the apps running on your phone, along with the advertising ID (IDFA or GAID). It combines viewing, search, device and location data to build profiles for recommendations and advertising. Its California section says ShortMax "did not share personal information for cross-context behavioral marketing purposes", and the next paragraph says it lets ad networks collect data to "create profiles and interest segments" for targeted ads. Data may be stored in the United States or any country where ShortMax, its affiliates or suppliers operate.
Because the policy discloses more than the labels, we scored privacy on the policy.
Hong Kong company, Hong Kong arbitration
SHORTTV LIMITED gives a registered address in an industrial building in Mong Kok, Kowloon. On Google Play the app appears under the name SHORTMAX LIMITED, while the developer details list SHORTTV LIMITED at the same address. Under the terms, Hong Kong law applies, and disputes can go to the Hong Kong International Arbitration Centre, in English, with a waiver of class actions. For a viewer in the US or Europe that makes a formal claim against the company slow and costly. EU and UK users are told that their data may be transferred to Hong Kong and the United States under standard contractual clauses.
On the positive side, the terms describe a way to delete your account, and Google Play says you can request deletion of your data. Cancel any store subscription first, because deleting the account does not stop Apple or Google billing.
Is ShortMax OK for teenagers?
No. Apple rates ShortMax 18+ and lists frequent mature or suggestive themes and fantasy violence. The terms require users to be 18 or the local age of majority, then add that "minors may only use the service under adult's supervision". Google Play rates the same app Teen. Featured genres include werewolf romance, mafia drama, revenge and "contract marriage". There is no kids profile and no purchase PIN inside the app.
How to use ShortMax more safely
- Read the word "weekly" on the purchase screen before you tap. Most ShortMax passes renew every seven days.
- Cancel in the App Store or Google Play subscription settings at least a day before renewal, then use the week you paid for.
- Tap "Ask App Not to Track" on an iPhone. On Android, delete or reset the advertising ID in the phone's privacy settings.
- On a teenager's iPhone, an app age limit below 18 blocks ShortMax. On Android, turn on purchase approval in Google Family Link, since the Teen rating will not block it.
- Ask the store for a refund soon after an unwanted charge, because ShortMax's own terms leave little room.
How we scored it
Regulatory record (88) is ShortMax's strongest factor: we found no fine, order or advertising ruling, and it stays below 90 because few regulators have examined short-drama apps. Transparency and control (40) is the weakest: it credits account deletion but counts the near-total refund ban and Hong Kong arbitration. Privacy (42) is close behind, driven by a policy that collects the running-apps list and lets ad networks build profiles while claiming not to share data for ad targeting. Compare DramaWave and FlexTV for two rivals with different trade-offs.
Questions people ask
Is ShortMax legit?
Yes. ShortMax is a real streaming app from SHORTTV LIMITED in Hong Kong, with more than 100 million Google Play downloads, and the episodes you unlock do play. The complaints are about cost. Weekly passes run up to $19.99 on the US App Store and renew every seven days until you cancel.
How do I cancel ShortMax?
If you paid through Apple or Google, cancel in your phone's subscription settings, not by deleting the app. The terms say renewal happens 24 hours before the paid period ends, so cancel at least a day before. You keep access until the paid week runs out.
Can I get a refund from ShortMax?
ShortMax's terms say refunds are not given unless the product is unusable because of a fault on ShortMax's side, and coin balances cannot be refunded. For App Store or Google Play purchases, ask the store directly from your purchase history. Apple and Google apply their own refund rules.
Is ShortMax OK for teenagers?
Not by its own rules. Apple rates ShortMax 18+ for frequent mature or suggestive themes, and the terms set the age at 18, though they allow minors under adult supervision. Google Play rates the same app Teen, so a parent relying on Play's rating gets no warning.
Who owns ShortMax?
The App Store seller and data controller is SHORTTV LIMITED, registered in Mong Kok, Hong Kong, which also publishes a second short-drama app, DramaRush. On Google Play the developer name is SHORTMAX LIMITED at the same address. Neither the store listings nor the privacy policy name a parent company.
